CoCCA Ombudsman Herb Waye's Term Extended

Herb Waye, the current CoCCA Ombudsman has accepted CoCCA's offer to continue to provide his services for an additional two (2) year term. Accordingly, Herb Waye will serve as the Ombudsman for the ccTLDs listed below until December 31, 2012. Mr. Waye is also the ICANN Adjunct Ombudsman.

The CoCCA Ombudsman program is an opt-in scheme that provides "amicable complaint resolution" and bridges the gap between the AUP policy enforcement by the ccTLD manager and WIPO-Style arbitration of Intellectual Property related complaints by CoCCA Experts

If you have a specific concern related to the administration of a member ccTLD, and it has yet to be addressed to your satisfaction, the Ombudsman's office may be able to assist in resolution. The powers of the Ombudsman are restricted to Amicable Complaint Resolution - only CoCCA Expert Panelists or the courts can make a decision that is binding on a CoCCA member that is participating in the scheme.

  • Independent, impartial, and neutral reception, review, and investigation of complaints concerning actions, decisions, and inactions of ICANN Board of Directors, staff, and supporting organizations.
  • Adjunct to executive ombudsman for alternative dispute resolution in the ICANN/Internet community.
  • Involved on an informal/volunteer level with development of operational and evaluation frameworks, complaint handling system, website, budgets, and global outreach strategies since the inauguration of the ICANN Ombudsman office in 2005.
  • Official duties as Adjunct Ombudsman include complaint intake, review, and resolution during periods of absence of the Ombudsman.
